I'm looking for a way to buy small quantities of monero (<$30 at a time) with fiat (preferably debit/credit card) through an API and allows me to withdraw it to my own wallet asap.

Is there such a service out there? Kraken fits the bill but they force you to wait 72 hours to withdraw.

through an API as in the exchange must allow me to place an order for XMR through a program (rather than the user interface in their app).

Kucoin seems to fit the bill but I'm still reading about it, localmonero has an api but it's somewhat barebones
