If we suppose every link marine has 7k LINK staked, then we'd have 1400 link marines fully staked. We know everyone does not have 7k staked, so the number of stakers is higher than that. Furthermore we can say that people with over 7k link cannot stake it all because nobody saw the 7k limit per wallet coming.

The price of ETH went up between the presale and the ICO.
Sergey did the honorable thing by giving the presale buyers more Link for their ETH.
All it meant was there was less room during the ICO.
So everyone who had already bought Link were treated right, while those who still wanted to buy Link get less chance to do so.
