The replacement plan was theoretically feasible, but involved too much politics and was doomed. The current "temporary" solution is that USA and China have a mutually beneficial agreement: the Russian oil comes to China at a low cost, but China does not support Russia in any way to compensate it. USA benefits because EU cannot compete against USA in high tech without cheap resources.
