It is. Because the liquidity pools are stored in the vaults. The vaults are held by the nodes (each node hold part of the private key). To secure the vaults, the node operators must bond RUNE equal to 3x the value of the vaults to the node. If they try to steal anything, it gets slashed. So there is no economic incentive for them to steal. This results in the price of RUNE always been at least 3x the value of the liquidity pools. And liquidity pools deepen, nodes will have to bond more RUNE. The price of RUNE will go up.

No its not true. They still plan on integrating with Monero. The devs have said many times that the cryptography of Monero is extremely complex and they are trying to continue building the protocol too. They didn't have time to focus on it yet. XHV is a Monero fork. The XHV devs came in and worked on the integration code themselves. This is why XHV is getting integrated first. Once they are integrated, Monero will be the same process. Luke Parker, a Monero dev, reviewed the XHV integration code. He is now also building a DEX based on ThorChain, but using RUST called SeraiDEX.

So not only will ThorChain have Monero eventually. This new SeraiDEX is hopefully completed too. And then ThorChain and Serai can aggregate with each other. This will increase redundancy and liquidity for permissionless and decentralized Monero swaps.

Chad Barraford, the lead ThorChain dev, has said he will leave ThorChain and fork it if they nodes don't vote to approve moving privacy coins to mainnet after all the kinks are worked out in stagenet. He is super pro privacy coins, freedom, and being uncensorable.

Some TC nodes are worried about adding privacy coins because most are running centralized servers on AWS and similar. They are scared the feds will come after them and shut them down, causing them to get their bonded RUNE to their nodes slashed. However, after XHV vote was successful, node operators are now leaving cloud servers and spinning up bare metal nodes. They are getting more decentralized and robust. That's pretty much all the up to date info on this topic.
