Normally you wouldn't go to your employees for financing and that rate is way above anything investment grade AFAIK.
Need to look at who your counterparty is and how good their credit is.
S&P total return is what like 11%? So if you can get 9% p.a. with less drawdown risk then it's not bad per se. Really depends on who you're lending too though, and tax implications (coupon repayments are income IIRC? which will probably be higher than LT gains).

Regarding the rest of the cash though, if you're asking on here, you're not smart enough to time the market. Just DCA.
