Huge shout out to the New York Innovation Center (NYIC) of the New York Fed for publishing their Phase I report of Project Cedar, which simulated an FX spot transaction to demonstrate the potential of blockchain to improve speed, cost, and access as a part of building a technical framework for a theoretical wholesale CBDC.
On top of this, the NYIC and the Monetary Authority of Singapore (MAS) recently announced Project Cedar Phase II x Ubin+, a joint project to explore wholesale CBDCs in a cross-border context that tests interoperability between the two technologies.
We are thrilled to see continued CBDC experimentation and hypothesis testing including the launch of the Regulated Liability Network's (RLN) proof-of-concept today. The RLN POC will test the technical feasibility, legal viability, and business applicability of distributed ledger technology to settle the liabilities of regulated financial institutions through the transfer of central bank liabilities. The 12-week experiment will engage the Federal Reserve Bank of New York's New York Innovation Center (NYIC) with almost a dozen banks including Citigroup, Wells Fargo, and other financial institutions.
Lastly, out of New York and Singapore, Executive Vice President and Head of Markets of the New York Fed, Michelle Neal, gave remarks at the Singapore FinTech Festival, stating the importance of research and conducting technical investigations into both retail and wholesale CBDC.
