Reserves are what people deposit.
Proof of Reserves is simply a way of saying "these are your funds" and to show that they aren't doing fraction reserve garbage.

But you don't know how much users have actually deposited, so a Proof of Reserves is utterly worthless and pure virtue signaling from every exchange doing it right now. It's a step in the right direction at least.
