Because steam codes can be redeemed for in game currencies. In game currencies can't be revoked can be sold for real cash. It is just a fast play. The moment the chain breaks your cc is worthless. But the cc's in tony's dumps are legit. People don't know their cc is in there so they aren't fast enough to block or report it. And when they do it is too late.
