I'm a developer. A proof of concept is a small thing you build to demonstrate technical feasibility. That's a couple of weeks, tops. The next step is building a MVP if the customer is cost averse (it's a good idea in general anyway). That can take up to a year, depending on the system. If a PoC takes 5 years instead of a couple weeks, the MVP will be finished when we are dead.
