They don't need another cycle if they completely control the money supply, can assign expiration dates to it, etc. They can instead for example just out of the blue cut 10% of everyone's funds, for reasons. Doesn't seem to have hurt its value much, Monero has performed better and is down less than most of crypto tokens over the last year. I don't see how else they can incentivize PoW mining to secure the network, Bitcoin is going to be forced to adopt tail emissions eventually too.
