The general debt owed by nations in US dollars. As the dollar gets stronger this makes it more difficult for these nations to get dollars to settle their debts as their local currency is devalued compared to the dollar, so it takes more yen or Euros to pay debt owed in dollars, which would force them to sell American bonds which would then strengthen the American dollar, which would then make it harder for them to get dollars which would force them to sell more American bonds and so on.

I thought this was the negative feedback loop the person you responded to was talking about.

But by selling the treasuries to buy back yen that makes the yen stronger relative to the dollar, so even in that scenario of paying off debt, the yen is now stronger so paying off a theoretical debt would be easier.
