It's an emulator that has it's data stored in a browser session. It's not revolutionary this has been around for years. It's just a browser game and it's not really "On the blockchain" It's stored in data centers, the same ones AWS uses btw, the only difference is it makes you download an internet computer service worker to proxy all data that comes to your browser to make sure that it is what it's supposed to be.
