It's a real Mexican standoff. There's no win. If Russia gets the vote of the Donbass to annex, Ukraine wont recognize it and neither will the West. Both sides only escalate, and neither will back down. Even if Puting gets assassinated (which I'm sure the West is already actively engaging in attempts) then who takes his place? Given Putin's reputation as a dove compared to his peers, a hawk will take the reins, and then shits fucked sideways.

East Ukraine will be part of Russia by the end of the month. Russia will demand Kiev and NATO to remove themselves from the territory of Russia. They will not comply. Russia will then declare war on Ukraine and decapitate its infrastructure (bridges, electric grid, etc) and demand surrender. Kiev will not comply. It would likely be to account for Russia's current force disadvantage in Ukraine, during the months it takes them to train/equip their reserve forces.

It's too late because they have already lost so much equipment and experienced soldiers (including higher officers) that just adding more people won't help them. Russian units are now at 30-50% completion and this mobilization will just add fresh meat to fill those blanks, but they have completely lost offensive potential. If they had a regular mobilization of reserves in February (which is how russian military doctrine works - endless strategic reserves of manpower and equipment) they would have won the war by May, it would have allowed normal rotation of units etc., instead they've had their best men and best equipment constantly on the front line for 7 months with no rest. Best they can hope for is that they'll get those new men to the frontlines quickly, put them in trenches and hope Ukrainians don't push too hard. If they send them on an offensive (which is not impossible considering an actual retarded person is who is micromanaging this war on russian side) they will just die.

On the other hand Ukraine has around 1 million people ready to fight, there is normal rotation and their equipment is actually getting better and better. Unless for some reason USA and EU decide to stop supporting them, there is literally no scenario in which russia can win this war.

If russia decides to escalate (e.g. tactical nuke), next year we'll see Ukrainians fielding ATACMS and F-16C/D.
