It exists as a byproduct from the days before high-speed internet trading where people 500 miles away couldn't immediately connect with each other.
There's now a financial incentive since those market makers made a fuckton of money and then used some of that money to line politicians' pockets. And to outline how bad it is, it's not a case of which politicians are corrupt, it's a case of which 2 or 3 politicians can you find who haven't taken large campaign donations from someone with a vested interest.
When you operate in a country with a 2-party political system, and both of those parties are corrupt in and out, it becomes almost impossible to achieve meaningful change and is extremely slow at best.
