The federal reserve, that money is removed from the circulating supply, hence the dollar gains value over time which combats inflation. There are more factors at play here, interest rate hikes aren't going to solve all the problems obviously, but in the most basic sense of economics yes having fewer dollars circulate within the economy through requiring hire interest rates for loans is the similar to a shitcoin project burning tokens to lower the supply. The entire basis for Chainlink being worth a lot is the idea that tokens will be locked up in staking and removed from the market, this is similar to the fed "buying back" dollars at a greater rate than before in a basic sense. Remember, just because something EXISTS doesn't mean it's ON THE MARKET, oil deposits that aren't able to be efficiently extracted and refined don't have an impact on the price of a barrel of crude oil because those deposits aren't on the market yet, and until technology and such make it possible they will remain outside the scope of oil trading.
