The proposal was always about on chain, and people misinterpreted that, but the TR team is pushing for a per trade tax after this one and it will get it by popular demand. My bet is that it will be less than 1.2% per trade, maybe half, but volume alone will offset the difference, and lunc will be around 20-25, which means more burnt per USD spent.
Also, Luna 2.0s success is dependent on Kwon. Luncs is not. What hurts in the short term won't translate into the long term.
