CDs are potentially safer than long duration treasuries if you need to withdraw early. That's likely what your friend was talking about. Look at TLT for example, down 25% this year.
If you purchase a CD it likely has a policy allowing early redemption at a small sacrifice like 2 quarters worth of interest payments. On top of that, longer duration CDs also have more competitive yields. Some are at 4%+ currently.
Assuming you hold until maturity though, there's nothing safer than treasuries. With CDs, your refund is capped by FDIC in the off chance the bank somehow collapses. The treasury can never collapse, although the dollars you get 20 back years out could be worthless.

Buying long duration treasuries right now seems pretty retarded given the uncertainty with rate hikes and the future inflation trends, also 3% just isn't a particularly compelling yield in the first place in my eyes. But short term T-bills as a cash alternative are pretty nice.

I think Buffett's play on Activision isn't the arb. I think he views Activision as fundamentally undervalued at this price, and if Microsoft buys it then he gets a quick pay day, if not full value realization. If not then he's buying what he views as undervalued shares. Difficult to say I disagree with Buffett seeing Activision as fundamentally undervalued here, but whatever he sees in it is something I don't, and not for a lack of trying. Regulators in the EU, UK, and US don't seem keen on the deal and I think they're trying to get "concessions" (we used to call these bribes) out of MSFT before ultimately allowing it to pass. The high spread there seems more a case that arbs believe MSFT will renegotiate the deal to a lower price now that multiples have come down so low.

With Twitter, it's arbs realizing there's not a chance that Elon acquiesces to the deal without dragging it through the courts, which could take years. I misread the spread, it's actually 30% gross here. A 30% gross spread comes out to 9% annualized if the deal takes 3 years to close, and that it will close at all is a big "if".
