Price controls, outside of a very few niche cases*, cause shortages, rationing, and black markets. This was true in the days of Ancient Rome, 1970s America, or Venezuela just a few years ago.

*The one exception I can think of is that several countries price fix medicines, and do not have shortages. This is because the marginal cost of producing more of said medicine is really low, so selling it is still profitable, companies can be threatened with making the product generic if they do not comply with price controls, and there is a very large market (USA) paying the R&D costs for new medicines. This sort of thing does not apply to staple foods or bulk fuel.
