Just like OFAC pressured Infura and Alchemy to block access to Tornado Cash, OFAC may also pressure exchanges (since they act as validators) to censor transactions. What's the least censorable L1?

I understand PoW doesn't escape from this, since miners leave a big energy signature, they may easily be geo-located and they too may be pressured by regulatory bodies to censor certain transactions.
