The "harm to others" part is a tough one to reach a conclusion on, so they brought around 30 of the top experts on drugs in the UK together and had each of them assess the harms of individual drugs based on their knowledge of the drugs, previous studies on harms and social effects, decades of experiences with users, etc. That chart just shows the average of what these 30 experts concluded.

The harm to others part is exclusive to the UK. Meth addiction is not a wide spread problem there, so there are more resources available to set the addicts straight before they become a major nuisance. Whereas alcoholism is wide spread and the resources to help are stretched thin, so the social problems associated with alcohol are exacerbated.

Obviously the social problem associated with meth and opiates are more severe in places like the US where the problem is so big that the state has essentially given up on trying to help them

yeah this is true. I personally use it for my herniated disk, and go out of my way to get OMG tier weed in hopes to numb the pain. It has actually helped a lot, and has given me a chance back at recovering like I was a child when I broke bones, and shieeeet. they don't give opiates like candy anymore, so marijuana that is strong is the new pain-killer. has actually done wonders comparied to pharmaceutical drugs like neurogenics . motherfuckers tried numbing my pain receptors and ended up giving me a negative reaction where i convulsed strongly enough to damage my neck further. god gave us marijuana to use responsibly.

The line between the euphoric effects and an overdose is pretty thin, and addiction potential is pretty high.
