Buying/Selling Domain Names

My brother received a $200 offer to buy his .education website domain name. A quick google search of it showed that there's a guy whose twitter handle and business website title use the exact name, but his website URL is based on some educational idea he came up with. I'm convinced this is the guy who wants it, paying a broker to acquire it for him.

He pays $12 a year for the domain and has years left on it, and it's only used as his virtual resume, so he could find a less common domain, but the guy who (likely) wants it has two trans "daughters" and is trying to lowball him on something he clearly is building a brand around. Where should he go from here?
