Yeah Wyoming is definitely my absolute least favorite so far, the silhouette sculpt is cool in theory but garbage in execution. Even the perfect proof version looks flat and tacky. A lot of older proofs such as the old manilla envelope US proof sets with the Franklin halves aren't frosted like modern sets are because as far as I know same planchets as regular coins were used. But they do become shiny because the flat areas are pressed so much the microscopic grains in the metal are flattened to a point the coin is reflective.
The reason modern proofs have the frosting is because they use burnished coin planchets to strike on, which gives them the frostiness. BU coins have a similar process but proofs are just going overboard with it now to hype up the NGC/PCGS FIRST ISSUE ULTRA DEEP MIRROR CAMEO+ GEM70 collector fags

i can't give a complete answer as i'm stepping outside my intellectual wheelhouse, but in a currency crisis scenario there might inevitably be some buyer somewhere who's willing to pay for a hard asset. in ancient rome, there were serious concerns about depletion and debasement of precious metals for currency, because so much money was being sent to other countries in exchange for things like grains, pepper, etc. they were literally running out of the necessary materials for their currency. i can see something similar happening now. obviously we know there's a precedent for the US making gold possession illegal, but if they were to try and do something similar with gold and silver now, all it would take is some foreign country or union of countries willing to pay a fair price for all that American metal to be sent overseas, never to return. i think even the idiots in charge now have to know how dangerous that is. if, say, brazil ever participates in a metal-backed currency while the US is banning it, you know i'm taking my stack over there if that's what it takes, scooping up some brics dollars, and finessing that into whatever material wealth i want

The reason a government would make gold/silver illegal is because the BANKING system is bankrupt. Hopefully you understand the anatomy of a bank run. When banks issued too much paper currency back in the day(before the Fed), people would rush to their banks with their dollars and demand their gold. The Fed allows banks to "get away" (aka, crime) with giving out far more loans backed by bogus collateral. And you, and everyone who keeps money in a bank, or wallstreet etc, is dangerously exposed to losses.
