The devs were actually talking about that. The way that the current V22 code is written is that it allows for a parameter change with would tax every transaction. HOWEVER, there is no supply at which this parameter auto shuts off. That means that the tax will continue to burn the supply until the community votes to turn it off. Perhaps the community will vote to reduce the supply further. It's hard to say now because the ideal supply of a coin is determined by it's utility. What the devs decide on will be based on what makes sense given the ecosystem, pegging with USTC, and use cases. 10 billion is simply the number that Vegas wrote on the 1.2% tax proposal. It's not by any means hard-coded into the actual code.
