These are remote tech employees making 6 figures looking to get cheap 1920's mansions, Renovating them and essentially forming a financial redoubt of other rich trendy people (read: Gentrification).
In fact that is the plan of these smaller towns. The reason every time there is a thread of Urban dwellers on twitter organizing for better living standards and more housing. There has to be one random person from Ohio talking about how they pay what we pay for rent in a mortgage.

You have to understand, living outside of a major city is not ideal for anyone. There is little to no infrastructure, poor conditions because of the low density leading to less tax basis for the local government to make improvements.
In fact living in these areas forces you to have a car which is a major expense most don't account for.
What these fly over rust belt states don't realize is that attracting these remote workers won't do much in the way for their industry. At best it'll be service jobs because they will be able to eat out everyday at fancy diners.
The rest will be white collar/in person technichians that will move in from the coasts and take jobs that before couldn't be filled. They will take up the cheap housing. Then the investors will come and make developments for rentals STARTING at 3000/mo. At which point there will be a "tech hub" downtown

And after all that it will still be a shithole
