I follow devs of projects I like on twitter, to see what new projects they follow or interact with. Most recent example for me would be the Juno devs following Gelotto (upcoming gambling ecosystem).
Otherwise I talk to friends on discord, that's where I learned about the early cosmos airdrops, etc.
