I'm thinking of making a very streamlined extremely simple website that allows for whales (or anyone) to gamble (launder, skirt taxes, tumble) their funds on a game with a fundamentally near 0 house edge. Probably about 0.05%. This being made possible by not having a bankroll to risk because
the players gambling wouldnt be against the house, they would be playing against other people. The 0.05% would be my cut. Would this be of interest?

As far as I know you have to get a lot of legal work done to be able to create any gambling service, and then you get taxed out of your ass for doing so, and then you suddenly of course want to increase the "house edge" in order to stay in profit at all times.
