Some of the boroughs throughout London have introduced additional licensing/regulations for landlords. Obviously, these costs are then passed onto the tenants via an increase in rent.
Ironically, the conservatives have made life more difficult for landlords since they came into power about 12 years ago. We never even had a withholding tax for rental income until around 2015.

It has got to a level now where unless you earn £30k a year minimum you literally cannot afford London if you pay rent.

There is a plague of "help wanted" signs in London. The city got a hit when brexit and then with covid.
As soon as the owners start to sell it will be a domino's effect as there is plenty of empty properties. If they try to tax empty properties it will have the same effect.
