I agree with you on that, there are certain analogous stages of growth that all civilizations go through regardless of who's in power, just like a child growing to adulthood regardless of what he thinks or does.
Economic liberalization would probably have preceded all the other reforms by a few decades; Germany's fiscal policy during the war would've created so much debt that they'd need to restructure/replace the Reichsmark. This combined with the transition to a post-war economy they'd probably be more open to liberal economic policies if they thought they'd solve some of their problems.

by the way i have noticed something and i want to share it
(this is what i did, but what you would also do, to do it): if you go up and down a road a few times and put all of the cans together in one spot, near a bench or something, and another pile down at the end of the road too
you can have a trail where you pick cans up and throw them onto a pile. and you can take them from the end of the road, and put them on the pile, then take them from the pile into a bin
and if you find an extra can between two points, you drop a can and pick up the new one, to always have 3-4 cans
there are nearly 0 cans here now and ive gotten rid of the pile at the bottom, to put it near the top. theres only some cans left in the pile now that im waiting to pick up and put in the bin when its dry outside

so instead of putting it on the road, they will put the cans on the pile for me to bin later
