that's the wrong conclusion. people won't withdraw if the funds show a return. the funds have until nov 1 because they lock their clients in; the clients have to give notice. it's not "bear market rally then a giant dump" as the funds in question cannot move the entire market like that.
they either get back to dead-even in the next couple of months regardless of where the market goes, or they go out of business. some clients have probably already made up their mind to cash out, but if they start to outperform before november many clients will second-guess that decision and stay invested with these funds, which gives them a lifeline.
the point is it's too short of a timeline to just buy the dip in large, safe, excellent value-oriented companies. these funds are going to throw their money at whatever can move up fast. kuppy's saying they're going to pick some wild unexpected shit and try to ride short-term momentum back to victory.

If you make less than 100k a year on all sources of income it's not worth their time to fuck with you in terms of cost, unless you're also fucking up somewhere else (dealing drugs, illegal activity, shit like that) where an audit becomes an easy and low-cost method of screwing with you that doesn't risk people getting shot trying to come after you to haul you off to prison. If you're between 150k-750k that's prime territory for getting audited because you make enough money to make it worth the fees of going after you legally but not enough money to get good enough legal counsel to fight back effectively. From three quarters to about five million they'll actively hunt for ways to fuck with you because that's the highest return on the investment of going after you. Once you get past about 5-7 million they don't even bother because by that level of wealth you've proven you're not completely retarded if it hasn't killed you within a few years and probably have good enough access to good enough legal counsel to mean it'll just end in a decade long court case where they get a pittance and maybe their attorney fees comped. Anything above that level of wealth they don't even try to come for you.

Either be poor or be legitimately rich or you're a potential target. Most people that come here are poor enough that unless they're doing illegal shit on the side it's legitimately not worth it to audit them, the IRS threw out 30 million tax forms last year because they legit didn't have the manpower or funding to process them.
