Cheating is an easy way to get ahead in a highly competitive environment. And yes, India is highly competitive, even if they are generally incompetent they are competing against their similarly incompetent peers and not foreigners. Huge male/female imbalance, poor upward mobility, limited natural resources and overtaxed environment. Classic conflict points which naturally lead to competition over everything in a society, and a lack of morals can give someone a competitive advantage in terms of wealth and mate selection if they are successful in breaking the rules.
