What measures does the Ark passphrase generator use to make sure there aren't "near collisions"? I was able to get to access to a second address by importing an account and typing my passphrase, just slightly misspelling one word.

No, but it's a bit concerning that someone could unintentionally get access to my account so easily even though the passphrase generator gave them a technically unique value

anything can be a passphrase just import the passphrase example: 1 and open it, I used it as a giveaway so if you misspell a word from your passfrase is will open a completely different account, the best option is to just use a ledger, but the passphrase is really fucking safe too
