It's a spectrum. There is the natural, underlying free market, and then the level of intervention your state decides to take. "Command economy" might be a more accurate description of a society that isn't fully communist but is quite nationalized and state-directed. Or just socialist. Communism is the most involved statist paradigm we've come up with so it's an extreme.

As far as your question. My gut reaction is no. A system where the state owns energy production might have some of the features of capitalism but the taint of government bureaucracy would seep in. However, with simple nuclear designs it might not matter.
I think you'd see the most problems with infrastructure.
