It's not a stock split, it's a dividend issuance of a stock split. Which both means that people holding in brokers don't need to change shit for settings since they'll be getting issued additional shares rather than cash which means it can't be reinvested and can only be deposited in the account, and also means they will receive those additional shares about a week after people that are direct registered have received theirs. If this was all just a stock split it would be quite bearish and dilutionary, a split issued in the form of a dividend is extremely bullish, and this is an important distinction that I get assblasted mad about people omitting as if it does not matter.

I don't think it's ever directly on the borrowers in the case of a split via dividend. It is for regular share dividends where they can also provide cash-equivalent and also in regular cash dividends. If there's no way for to fudge the shares they don't have, then it very quickly becomes a problem for unclosed shorts of course.
