Nah the problem is because so many nodes and validators are running older versions of Rippled. The engaged XRPL operators want everyone to be on the latest version before approving XLS20 otherwise they will be stuck on their older version, causing issues. There was also a bug in the first XLS20 release candidate to add to the cluster fuck.

This is just the reality of running a decentralised ledger, you can't force people to update and so you are at the mercy of the network. Hopefully these amendments bring more business to the ledger, as with more money will come more engagement.
