When you register yourself at the Employment Bureau as an unemployed person (requirement for getting NEET bucks), you have to actively search for a new job. If you don't, you're unregistered and can't claim NEET bucks anymore.
I've spent several years as a NEET, so they obviously either don't have any requirements for actually getting a job, or they do but it's extremely lax.
