Well of course all assets are speculative to a degree (except cash, which is a guaranteed loss), but surely you have to acknowledge that some are riskier than others, yes? Just looking at a simple price history of gold and silver clearly shows silver to have significantly higher beta than gold does. Whereas gold tends to move in multi-year lurches, it's not uncommon for silver to swing +/-15% in a single month. Now there are plenty of investment theses out there (green tech, silver squeeze, etc.) that purport that silver will buck historical trends and outperform gold even adjusting for beta. I find these theories fairly reasonable, which is why I own as much silver as I do. That being said, this is the very definition of speculation.
Just taking a look at a historical example: if you bought gold at peak hype in 2011, you would have experienced a max drawdown of 44% and would currently be up 4% if you never sold. Conversely, if you did the same with silver, your max drawdown would have been 75% with prices still down 55%. On the contrary, if you bought gold in the 2008 trough, you would have only made 159% (unrealized) gains in 2011, but if you did the same with silver, you would have been up 421%! Like I said, way more speculative.

My stance on what to buy assumes you have money to spare (having at least a month's wages saved in cash for emergencies):
- For generic bars with no design, watch the markups over spot: premiums (added charges) go up for smaller pieces. When selling, your buyer may insist on spot price.
- When a new series of artful or themed bullion (especially coins) comes out, the first of the series are usually missed by later collectors. They will pay high premiums to fill in the series. Ponder the potential for series popularity: generic and/or cringeworthy-themed series have higher failure rates.
- Interesting coins cost least while they're still being minted. Once the mintage stops and dealers run out of stock the prices jump, then rise more slowly but still faster than generic silver. Maples, Eagles, Wieners, Britannias, etc. are all nice but boring. The mint may add a privy to make them more collectible (creating a series) and gin up the price. Buy stuff that changes overall designs from year to year: Somali elephants, Canadian Wildlife, Australian kookaburras or koalas, island nations' series, etc. These become series.
- If you buy pieces that appeal to your sense of art, taste, and interests, they will still feel good even if the price or value of the PM goes nowhere. Caveat: if you go to sell, it's harder to part with them.
- Some beautiful generics are priced comically high (Germanias, e.g.) - they don't follow the market trends as readily, and usually garner highest resale price only for a few years after the mintage. The drawback: dealers may categorize these as "generic" and price them as generic when buying them from you.
- If free shipping is offered, buy enough to take advantage of that. Although it's shipping (not directly PM), it's an added premium.
- Keep a spreadsheet of your purchases!!! You should track profit/loss over time. It's quite revealing.

I decided to do $16 with $1 premium, which results in 6.25% above spot. With this sum I went and typed it in my search engine I didn't find any web pages documenting this premium percentage. I really do find it hard to believe that before the high premiums that it was on average below 10%. I think the reason for this in comparison to gold is that the handling and shipping in conjunction with how much more abundant silver is adds more overall costs. For what it's worth, at a LCS in December 2019 I remember junk silver coins selling for 13.5x face and their 10oz bars were $175 each. Spot price fluctuated between $17-18 in December '19, I don't remember the specific day I was in there but do remember those prices.
