Everybody is. Mom talked to an older lady who walks her dog regularly in the city. Nobody talked to her in years, even though she walks the dog daily and theres full of people in the park and near the river.

Everybody has animals nowadays, to get to know people when they walk the pets. If you go talk to people without going through a dog they probably look at you like crazy and will run away. But if you have a dog, then it's cool, it's normal, it's casual.
