I mean, this is economically and technologically unfeasible, but hypothetically speaking it'll disrupt Gulf stream that heats up the entire European continent, allowing people to live comfortably at Canadian latitudes. So such a project won't be received well by yuros.
That being said, the anthropogenic climate change is disrupting the Gulf stream anyway. So by the time Texas can move a shitton of soil and rocks to build the dams, we'll likely won't care anyway.
