Because banks are greedy and they wont want to make their competitors able to perform on an equal footing with them. Having even a 0.1% lead in amount of xrp available is a ton of money in fees providing liquidity. Copying it either means every bank gets the same amount or banks pay money into a blackhole to get it, it also means they can't scoop up cheap xrp right now and do the same as we are.

I added the number of wallet with more than 1K XRP in them and it came out to about 610k wallets but some people have multiple wallets and some use exchange wallets and including those that have exactly 1K XRP in a wallet that number of total wallets with more than 1000 XRP can be more than 610K but I doubt more than a million.
