Gold has value by mutual consent (people thousands of years ago deciding it had value). It also has a relatively small utility (jewelry, electronics, teeth, etc).

The practical utility of gold (being limited), isn't subject to economic downturn. So, if every factory in the country shuts down; gold will lose value due to the lack of industrial demand; but that demand is so low that it won't reduce the value too much.

Silver is the opposite. Yes, it has traditional value by mutual consent; but it has far more utility. Silver is commonly used in several industries; and in substantial quantity.

So the value of silver comes from both agreement (like gold), but also the demand created by its utility.

So when there is an economic downturn; any gains that would come from it's store-of-value nature is offset by the drop in demand/price which comes from it not being used in closed factories.

That it's gold or silver doesn't even matter in a real crunch, as many people pointed out. When you're starving, a loaf of bread is more more important than an ounce of silver; so you won't trade your loaf of bread, unless you have spare food. Meanwhile, if you have guns; you wind up with both the bread and the silver.

If the world goes "mad max"; your silver coins will be useless. Sure, they'll be great once a form of trade starts back up; but you'll be dead by then, killed by the people who collected bread and guns instead.
