entities sell tickets that are redeemable for X amount of $ in 1/2/3/5/10/etc years
for example with us treasury at 2%/y (example) they would sell bonds that would be worth $1.02 for $1
they are only redeemable at the end of the bond. so they can trade up and down inbetween

there is also the risk of default and this is factored into the price
