You need a society that has a vertical rather than horizontal sense of advancement. Vertical being the path to transcendance and horizontal being the path to what is called social progress, equality, human rights etc. To horizontal societies (those ruled by merchants, plebs, socialists etc.) building a structure like this fundamentally irrational because it doesn’t promote industry, doesn’t put food in bellies, doesn’t “do” anything. Personally I don't find it hard to believe they were real and built of actual materials, In an age like the late 19th century/early 20th century it was important for nations to project an image of power and people from all around the world went to visit these places so if they were to appear fake from closeup imagine the shame for the nation that built it. My conclusion is that they were real enough that if you walk inside them and touched them they at least felt like real buildings. Maybe some of them were more temporary than others.
