Yeah, you can print more fiat money. And yeah, you can tell people inflation isn't allowed, with price controls. Someone has apparently told her "we just can't" rather than "we shouldn't, because it will have other bad consequences". If the government dictates low prices, you get shortages. That's the part she hasn't been introduced to.

The truth about fiat money is that it's created when the government spends and destroyed when the government taxes. If it increases the money supply, it's part of government spending, whatever else they want to call it, if it decreases the money supply, it's part of taxation, whatever else they want to call it. Fiat money has value because people have to pay their taxes. Everything else is obfuscation, but the obfuscation is important.

Fiat money plus transaction taxes is inherently totalitarian: any private cycle of trade gets destroyed by default, automatically by taxation draining the currency out of it, unless the government is directly or indirectly spending money into it to sustain it. The government doesn't want people to understand what's happening, because they like to pretend they're running things the way we'd vote for them to run things, if voting mattered.

A gold standard with fractional reserve banking is functionally very close to fiat money, since the gold is mostly imaginary and has privileged legal status rather than just being a desirable substance.
