Doubt actual ethereum proponents would say this. We don't consider having to pay 0.8-2USD per transactions to be tolerable. Miners recently started upping the block size through upping block gas limit, so that will help a bit, but it needs to be taken farther as a temporary solution while we wait for proper scaling like plasma. I think since there is already a mechanism for miners to dynamically increase block size, Vitalik doesn't want to interfere directly.
