Sure, Saudis could export higher volumes for some time if they wanted. However, it'd be coming out of their storage, rather than any sustainable production increase.

UAE does have a bit more capacity, but it's not enough to move the needle of global supply/demand back anywhere near breakeven levels.
Global inventory draws will continue for the forseeable future, and are on pace to functionally run out within 12 months. Remember that a significant portion of "storage" is actually pipeline fill or other necessary intermediate states that cannot actually be instantly consumed. There are steps on the road between drawing the oil from the wells up to the final production of a refined product. Oil has to exist in the pipeline or else they're not flowing. Some oil has to sit in a tank so it can be withdrawn and transported. Refineries need steady intake. Etc.
The whole system is more fragile than it appears on the surface.
