They manipulate it by excluding/including people who are on disability, jobseeking programs, other support programs, education, etc. at their discretion. Always choosing the lowest percentages. Sometimes a little bit of the truth comes out before elections as one party might accuse the other of distorting the numbers but they are all distorting the numbers to suit their agendas.
