No, it is because before bulls were domesticated, they used to live on the side of mountains a lot. They would always walk up the mountain but never down, so that is where the saying come from.

Fun fact, that is also the evolutionary reason why they charge at the color red. Because it took them all day to get to the top of the mountain, it would be sunset at the top and as they were running out of air, they would see an orange/red sunset and they associated the color with dying. So that's why they get mad at the color.

That's a lie. Cows are actually just bulls that were genetically unable to walk upwards, so they were stuck on the ground. Hence the black and white colouring you see today (example in pic related).
