Yes and there are loads of arbitrage opportunities. If it's something you're looking at try to read up on the concepts
keep in mind FX rates and any fees, generally even with a no fees exchange you'll be losing 1% on spot rate. If you can't buy via credit/debit card (more and more exchanges have a 7-day limit on CC transactions;— presumably something to do with AML/CTF rules), then there's often a flat $25 fee per international bank transaction.

It may be more profitable to do JPY or KRW exchanges to USD exchanges. I often see 3-6% differences in prices and "lag".
