How do you know when Bittrex is about to list a new trading pair? Is there an announcement beforehand or is it completely random?

Its kinda hard to know in advance. It's usually by word of mouth from someone (Hey this coin just got listed!) or by the official twitter. I just quickly skimmed through it and found a few pairs that got listed. Qtum is one of them. This might be your best bet. Also you can request coins to get listed, but I think they would rather hear from the devs and not perspective buyers.
