How do you find out what the institutions are investing in?

I can't predict what traders are putting their money into, I am interested in their behavior. For instance if I see tons of people shilling a penny stock then that is evidence in favor of high volatility and a speculative bubble. I might see people discussing a rumor or some specific issue which I can then research for myself. I might see very little interest in the stock suggesting low volatility and perhaps some opportunity to shill the stock myself.

I usually rely on more evidence than just momentum. If a shale oil company is awaiting a permit to begin fracking and it is widely publicized I might buy in, only to sell as late as possible before the deadline, knowing that whether or not they get the permit many speculators are also going to buy. I can buy before speculators but I can't sell as quickly as the institutional investors the moment the news is announced, I mitigate risk that way. How would one try to scalp blue chip stocks?
